Under 1.5, 2.5 and 3.5 Goals: Fair Odds in 16 World Leagues
Under 2.5 is close to a coin toss overall. League by league, the spread runs from Argentina's steady unders to Norway's open, high-scoring football.

Under 2.5 goals is the market I know best, and it is the one where bettors bring the most assumptions. South American football is cagey, Scandinavian football is open, MLS is chaos. Some of that holds up and some does not. So I took 51,452 league matches from 16 leagues outside Europe's main divisions and counted how often they stayed under 1.5, 2.5 and 3.5 goals.
Overall it is nearly a coin toss: 50.5% of all matches finished under 2.5, a fair price of 1.98. That average hides a gap of +17.1 points between Argentine Primera at 59.5% and Eliteserien at 42.4%. In one league an under is a sensible default, and in the other it needs a very good reason. These figures are the base rates behind my under 2.5 predictions page, and they are where I start before I look at any team.
Chapter 1Argentina and Brazil stay under 2.5 far more than Norway
The bar chart ranks each league by the share of matches with 0, 1 or 2 goals. Argentine Primera sits on top at 59.5% across 4,890 matches. Brazilian Série A follows at 57.3% across 4,559, and Romanian Liga I is close behind at 56.3%. At the other end are Eliteserien at 42.4% and Swiss Super League at 42.8%, with MLS and the Austrian Bundesliga only just above them.
The middle of the table is just as useful. Ireland, Japan, Poland and Mexico all sit very close to the overall 50.5%, so in those leagues the under is not a default in either direction. The Nordic leagues also split: Veikkausliiga leans under at 52.9%, while Allsvenskan and the Danish Superliga lean the other way.

For a bettor the point is simple. Backing unders in Argentina means starting with the league on your side. Backing them in Norway or Switzerland means the fixture has to do a lot of work to overcome the league.
Chapter 2Fair under 2.5 odds range from 1.68 to 2.36
The table turns each rate into a fair price, which is one divided by how often the line landed. I need to be clear here. The records hold no over/under prices, so these are break-even figures, not quoted odds. If the price you are offered sits below the fair number for that league, the bet loses money on base rates alone unless you know something specific about the match.
The ladder also shows how far apart the leagues sit at each line. Under 1.5 landed in 26.3% of all matches, from 33.7% in Argentina (fair odds 2.96) down to 19.7% in Switzerland (fair odds 5.07). Under 3.5 landed in 72.5% overall, with Argentina at 79.7% (fair odds 1.25) and Switzerland lowest at 63.9% (fair odds 1.56).

I think the under 3.5 column gets the least attention. In the high-scoring leagues, fair prices of 1.56 for Switzerland or 1.55 for Eliteserien are well above the short odds people expect for a 'safe' under. I have seen bettors give away value in that gap without noticing.
Chapter 3High-scoring leagues are driven by four-goal games, not three
The stacked bars split every match into 0–1, 2, 3 and 4+ goals, and this is where the averages start to make sense. Argentine Primera averages 2.28 goals per match and Eliteserien 2.99, yet the 3-goal slice barely moves between leagues. The real difference sits at the edges. 33.7% of Argentine matches had 0 or 1 goal, against 19.9% in Eliteserien. Four or more goals came in 36.1% of Swiss matches but only 20.3% in Argentina.
Exactly 2 goals is most common in Argentina at 25.8% and least common in MLS at 22.0%. That slice matters, because a 2-goal match is the last result an under 2.5 bet survives.

My reading is that the open leagues are not just slightly busier. They produce far more matches that break wide open. That is why an under in MLS or Austria can look comfortable at 1-0 and still be gone. Before I back one there, I want a defensive reason, not just a tight scoreline.

- Compare price with fair oddsBefore backing under 2.5, check the offered price against the league's fair figure, such as 1.68 for Argentina or 2.26 for MLS. A price below that figure is a long-run loss on base rates unless the match gives you a specific reason.
- Under 1.5 is rare everywhereEven in Argentina only 33.7% of matches had 0 or 1 goal, a fair price of 2.96. In Swiss Super League it was 19.7%, fair odds 5.07, so a short price on this line needs strong match-specific support.
